Question Motherboard PCIe not working ?

I have an Asrock x79 Extreme4 motherboard which has no onboard video. When i go to put my gpu (1650 super) in the pcie slot no i get no video signal. I tried every slot on the motherboard and tried different gpus and nothing. I tested the gpus on another pc and they work fine. Are my pcie slots dead and if so how can i fix them ?

Asus 1650 super phoenix
Asrock x79 Extreme4 motherboard
evga 400watt psu (only bought a couple of days ago)
8gb ddr3 Samsung memory
240 gb ssd

I thought may be your PSU might be either not powerful enough or poor quality but it's neither of those.
