for RAM, my motherboard says it Supports:

DDR3/DDR3L 3100+(OC)/2933(OC)/2800(OC)/2400(OC)/2133(OC)/1866(OC)/1600/1333/1066 non-ECC, un-buffered memory

Does that mean it will only support RAM at a max of 1600. do the OC's mean that I can overclock it to 3100+?

1600mhz, 1333mhz and 1066 memory is supported out of the box, To achieve higher you will need to overclock the ram manually using a RAM profile within the BIOS to achieve higher speeds.

It would downclock itself to 1600mhz yes. However if this bothers you, you can simply overclock it manually which won't be hard as the settings will already be tested and validated out of the factory so you can simply copy the settings and validate themyouself with a simple stress test in Prime95. In my opinion though you won't see any difference between 1600mhz and 1866mhz.
