Question Motherboards Temp goes up to 113c

Hello people , one of my family members gave me their pc to look at , because their cpu temp was at 70c at idle , i opened the case and found there is a wire that doesn't let the fan to spin well , i removed it and the cmpu temp is at 30c .
but when i opened HWI , i saw some horrific numbers on the motherboard TEMP , i opened the case and touched the motherboard but nothing was hot like it is at 100c or something even close to that .
would you please tell me what is wrong ? Information in the picture

Might want to add images of the wire that you removed from the...fan ?

Might want to also parse images of the innards of the build, apart from the specs to the system. Please list the specs to the system like so:
