Question Mountain-like gpu usage? RX 5700 XT with V-SYNC ON

I was playing Metro Exodus, looking at the ground and I noticed that my usage goes high for a moment and goes down. Is this normal? I didn't have any fps drops, just a stable 60fps with my 144hz monitor without freesync on. This happens to rage 2 and euro truck simulator as well.

I don't know if this happens also with the old drivers as I updated it because of the black screen issues.

on msi afterburner, the gpu usage graph looks spiky almost sawtooth (not perfectly) , and I think that looks normal.

I reinstalled my driver and it still does it. Help?

I forgot to mention that my sampling interval for monitoring is set to 0.5 seconds and not 2 seconds. Setting on 2 seconds graph seems fine.
