Mouse and keyboard do not work outside of BIOS

Just did a clean install of Windows. Everything was fine, I was on my desktop installing drivers for my motherboard and such. I decide to restart although I hadn't installed every one, including perhaps some USB port ones. Now, both my mouse and keyboard won't work outside the bios. They are both USB, and I've tried putting them into both 2.0/3.0 ports alternatively to no avail. I cant login to my PC, boot in safe mode, or do a clean install; the devices won't work in any of those. I've even turned off the power supply and all that with no results. Both the mouse and keyboard are wireless. I feel that maybe when I restarted the computer after installing some drivers it didn't work because I hadn't installed USB drivers, but that's strange since they both worked before.
My motherboard is an Asus Z97a pro. I've looked into the BIOS, turned legacy usb on/off and other misc settings with no results.

Any help/suggestions would be greatly appreciated.

Your wording is a little confusing. So you can or cannot log in or get into safe mode?

180 Watt video card 91 watt processor about 80 for everything else.
550 wats would work 650 for extra overclocking room, 850 for SLI.

Mouse is a Logitech M310

So to recap:

With a wired keyboard you can access the bios just fine, you can not however log into windows, or access safe mode.
When you try to reinstall windows the keyboard/mouse also does not work?

Yes. The wireless and wired keyboard and wireless mouse work fine in BIOS but nowhere else.

When you tried to reinstall windows, this is booting up to a usb or dvd correct, not just running the CD from within windows?

If you cant even use the keyboard/mouse booted from CD/USB then I would try clearing CMOS to reset your bios to factory options in the possibility that it screwed something up.

Also are you using front USB ports only, or also tried the back ones?

The fact this is limited to the Windows environment means something you installed (or uninstalled) is causing the issue here.

You should be able to clean install Windows from the W7 disk. Alternatively, there is a PS/2 to USB converter, that'll allow you to use a USB mouse/keyboard through the PS/2 port while you troubleshoot.

I have tried pretty much every USB port at this point. And yes, I'm booting directly from the Windows CD when I try it.
I did reset the factory settings from within the BIOS and that didn't work, should I actually open up my case and reset the battery on the motherboard instead?

Also thanks for the answer Barty, I swear I had an old PS/2 keyboard laying around here. I've yet to find it though....

Yes, pull the battery or do the jumper (whichever your motherboard manual advises).

That does more then doing a soft reset in bios settings.

I've fixed it, the mouse and keyboard ended up working in safe mode with command prompt. So I inserted the windows install dvd and ran the setup using the command prompt. I was able to do a fresh windows install and get everything back to normal. Thanks for the help everyone!
