Mouse flickering while in game and more..

So I'm experiencing an issue I've never seen before.

1) Mouse movement is very choppy when moving the camera
2) I can see the mouse cursor flicker during gameplay
3) I cannot change the refresh rate in-game anymore - its greyed out.

When the game first came out and a long while after, I never expereinced problems as bad as this. for the most part the game ran quite good.

However this is a hella crazy issue I've never seen before. No other of my games are doing this. I've done all the usual trouble shooting.. ALT-TABBING, fullscreen/borderless/windowed, vsync on/off, a complete uninstall (including save files/config file) and redownload of the game, new nVidia drivers.

It feels like some video/vsync config issue is conflicting with something somehow.

Anyone experience this?

Try playing with windowed versus full screen mode; sometimes they lock out refresh rate changes. Also VSYNC may be an issue.
Lastly, your system specs would help us here.

Whoops totally forgot to mention which game I was referring to, I just copied and pasted from the steam forums. Its Splinter Cell Conviction.

Specs are as follows:

OS: Windows 10
MAINBOARD: Gigabyte Z77X UD3H
i7 3770k OC ~ 4.6ghz
RAM: 16GB G-Skill Sniper
VIDEO CARD: Gigabyte Windforce GTX 970 4(3.5)GB
MOUSE: Razer Taipan Mouse
MONITOR: AOC G2460PG G-Sync
HDD: SAMSUNG EVO 850 PRO

Yes the problem should be solved by switching to windowed mode
