Question Mouse freezes on boot, in-game FPS drops from 400 to 50, and everything freezes completely for a second ?

Hello, i really need help, i have been trying to deal with this issue since i built my pc 3 years ago, this is my current system https://pcpartpicker.com/user/amarfrmfr/saved/#view=VCLkwP. The issue since i built my pc was that my mouse would freeze on boot, every time except when i change something inside (example take out my ram stick and put it back in) but even then it would still freeze in game, in any game, at kind of random times, going from 400 fps to 50 randomly (sometimes in intense situations, sometimes under almost no load), and also my games run better in windowed fulllscreen?

I changed my hdd and ssd which were faulty which were also causing my 144fps to literally feel like 60, now the only thing left are the freezes and the extreme drops. So far i have changed my psu, cpu, gpu, tested other motherboard, tested other ram, tried unplugging front panel power, usb, hd audio, tried plugging my mouse and keyboard into all usb ports (somewhere it lags more somewhere less). I have tried almost anything you could imagine, i really need an expert on this issue. I have tried to the point i thought about selling the pc but i would end up losing a lot of money invested into it and would end up with 2x worse pc getting it brand new.

I would actually pay to get this fixed, i sent it to the repair shop many times, only one time they discovered faulty ssd which solved my pc feeeling laggy even at 144fps, but never fixed the freezes, so, i would literally pay to get this fixed, since people in my country really cant fix it. You cant tell me its normal to happen, because even at my friends pc which is 2x worse with an hdd NEVER freezes. Thanks for the help in advance, really losing my mind on this, its like i missed a part, because i "basically" swapped out everything, i'm gonna try a basic m.2 tomorrow, hopefully it works. Re installed windows at least 100 times, new drivers, DDU, everything software wise, so yeah.

Had similar issue at first I thought it was new update from w11 , turn out it was my mouse ! wire was pinched so it used to confuse USB port. Changed my mouse haven't faced it yet.

also tried different mouse and keyboard in all the slots i have, also tried even unplugging the mouse and keyboard and even the headphones, being stationary, still get the freezes/huge fps drops to like 10-20 ingame, it seems like it is kinda timed, like it happens every about 6 seconds, not perfectly in sync, but it doesnt matter if it's high or extremely low load on the hardware, it always happens, it dropps from 300+ fps (low load) to 20 for a split second, everything freezes, and it just moves on being buttery smooth after, then again after about 10 seconds or so, then again, also noticed something extremely weird, opening google chrome, or another app while playing my game INCREASED smoothness and input latency and even fps, SIGNIFICANTLY, (only not sure about fps, but it DEFINITELY increased smoothness and input latency EXTREMELY NOTICEABLY) so yeah, extremely weird issue, tomorrow my friend is bringing his pc and i am going to try swapping absolutely everything, any advice on how to do it, where to start to be as time efficient as possible, also is it possible for my friend to fully perserve his hdd, so when we're done with all the swapping we just plug the hdd back in and his pc is like it was never taken apart, is it possible or could there be some disturbances, thankks everyone for help.

maybe try setting polling rate at 1000hz
