Question Mouse lag on start up

Hello!

So I've got a problem where when I sign into the computer as in sign into windows my mouse has this weird stutter lag which happens I'd say about 95% of the time when signing in.

I've tried swapping my GPU and RAM but same issue occurs, all drivers are up to date.
not really sure what the problem could be and need some help
I'll post a youtube link with the post that shows what I'm talking about!

Yep only on start up, I thought this may be an issue seeing as I don't have this issue on the other two computers in the house.
Would you say this is nothing to worry about?

ASUS ROG STRIX Z690-E GAMING WIFI D5 Motherboard
i9 12900K
64GB DDR5 CORSAIR DOMINATOR PLATNIUM
RTX 3090 STRIX

Idle temps are around 35-40
Gaming Temps around anywhere from 55-75c for CPU
GPU and everything else temps around 40-65c

SSD
M.2 Samsung evo 1TB (678GB Free)
Samsung QVO 2TB (1.74TB Free)
Samsung QVO 8TB (7.27TB Free)

Not really sure what it could be,

tried reinstalling windows and updating bios etc (also does the weird lag as shown in the video when entering the bios.
tried switching usb ports
tried reinstalling drivers, tried everything so strange.
tried multiple mouses

I also have noticed some weird slow down on the mouse from time to time during gaming, best way to describe the feeling is almost like someone has another mouse connected to the computer and from time to time is trying to take the control of it from me.
so strange, not really sure what to do :/
