Mouse scroll button settings

how can I set the computer (Windows 7) so I can DEPRESS the mouse scroll button for a DOUBLE CLICK setting?

Using WINDOWS 7
did go to Control Panel and MOUSE

No tabs or settings anywhere in the MOUSE area, in the control panel, that I can see that allow me to set Scroll button DEPRESS to allow anything

Can you offer other suggestion?
