Basically I know how to do it the problem is that at the last step a window pops up saying- "Can't move folder because there is a folder in the same location that can't be redirected. Access is denied".

Solution
open windows folder, so you can see the list of drives and your libraries on the left.

select library you wish to move open it in same/new window

this opens the library ... in the top left under the library name there is a blue link : include locations. click

add location of new library folder where-ever you put it. you can name this folder anything you want and make it in any partition/drive you want.

once the new folder in whatever drive/location is in your list, right click it and choose to change it to default location.

now your new folder is your new library default location.

select old library and copy/paste (cut/paste after next step) all your library stuff to new default location.

check to see the libaray is pointing to...

check to see the libaray is pointing to new location by creating a file and putting it into library (check by opening new folder and seeing the file appear there.

success ... you can keep or delete old files in old default library.
