Moving Horizontal Line Appears on TV Display

Hi,

I've had my computer connected to my television for a while and as long as I can remember there has always been this moving horizontal line that goes from bottom to top constantly.

So basically, I have an HDMI cable that goes from my graphics card and is plugged into my TV.

I also have a set of speakers and subwoofer plugged directly into the TV via a headphone jack.

I unplugged the speakers thinking it might have something to do with static but it didn't change anything. I plugged my HDMI cable in different slots and it didn't change anything either.

Any ideas what the cause may be?

Yes, it could come from the PC, that's why I wanted to know if the bar is present from other input sources.
Does your TV supports other refresh rates besides 59Hz and 60Hz?
You could uncheck to show unsupported refresh rates.

It's not always noticable. It depends on the backround. We can see it here if you look closely at the green backround, you will notice a darker horizontal line moving up.

Unfourtunately, I don't have any other sources such as cable. I only have my PC.

I tried plugging the TV in another outlet but it didn't change anything.

However, I just found something interesting when changing the refresh rate of my display in the control panel.

By default, the refresh rate of my TV was at 59 Hz. I switched it to 60 Hz and instead of having the constant moving line, the line stays in same spot.. If I switch it back to 59 Hz, the line keeps moving.

Weird, but maybe we're getting closer to the issue.

Any ideas from what i'm describing?
 
The "hum bar" could be caused by a low frequency coming from speaker systems, subwoofer, amps, recording devices, etc. when your electrical wiring is not grounded. Try a grounding adapter available online and hardware stores.
Have you tried another HDMI cable.
If you connect an antenna to view over the air channels, are the bars still present?
 

I've disconnected the audio jack from my TV and also disconnected the power cable of my speakers/sub from my power bar. The issue is still present.

Unfourtunately I don't have any antennas.

What I could eventually try however would be another HDMI cable although I have doubts about it being the issue.

Could the problem possibly come from the graphics card?

Solution

In the display parameters in windows I have the following refresh rate options for my TV.

23 Hertz
24 Hertz
25 Hertz (Interlaced)
29 Hertz (Interlaced)
30 Hertz (Interlaced)
50 Hertz
59 Hertz
60 Hertz

By default it's at 59 Hertz. That's where I get this moving horizontal line. At 60 Hertz the line freezes in the middle of the screen. I just tried 50 Hertz and everything kind of flickers.

Like I said earlier, it's not super obvious, but it is noticable when the backround is a certain color.

The best course of action might be to try it using another source.

It's nice to find knowledgeable people that can help on a specific issue that isn't so common. I didn't expect many responses for this particular issue so i'm glad you were here to help. It gave me a better idea of where to look at now.

I think we've eliminated most of the probable causes. I'll try to find another source other than my PC to test it this week.
