Msdt.exe/DLL Errors; can't connect to internet

Issues:
- Can't launch any programs without msdt.exe/MMC or dll errors
- Can't connect to Internet
- Can't launch troubleshooter

I've tried everything I can-- Automatic repair fails immediately. I did a system restore to no avail; I ran SFC and it told me it repaired all corrupt files- still same problem; Chkdsk found 0 errors in my drives. I've looked everywhere online for solutions and they all either require me to use programs that MMC won't load, or the Internet, which I now can't do.
I have no idea what to do anymore, so any help at all would be greatly appreciated. Thanks in advance.

Hello... Do a "Clean install" of your OS and drives... it sounds like You got a Worm... http://www.bleepingcomputer.com/startups/msdt.exe-13460.html
Or your OS Files are corrupted... 30 minutes and you will have a fresh and New OS and files.

Thank you Ironsounds, but the problem is I can't connect to the internet on the computer to download anything.

Hello... I understand the computer is Broken... You will need to prepare OS and Driver install media on another computer, if you are not currently prepared to do it Now... But in 30 min you will be done with this error.... Your OS is screwed up for what ever reason... How much time have you spent already?

I've definitely spent more time than I should have, but I'm just going to do what you said and reinstall my OS. Thanks.
