Good question. Here's the test, close the program completely and then re-open it and check if your fan profile is still the same. I've seen it do two different things when I do the close it out test. *shrug*

You need to set in the settings for it to come up on startup if you want it to. Now that said whatever overclock settings (including manual control of the GPU fan) are set in afterburner, they are persistent whether its running or not.
one of my 780tis is doing the same things as I type, and I'm not gaming. heck if I know. sudden power draws, could indicate a switch from one program to another. video cards aren't exactly like cpus. could be a PhysX usage. who knows. nothing to worry about, though.
