The Rosewill RWCR-1612 is NOT an RGB fan with multiple colours that can be changed by an RGB controller. It is a LED fan that has only ONE colour of LED in it, and that is simply connected to the power coming into the fan motor. The LED's are lighted whenever the fan motor gets power, but there is no ability to control the LED's separately. So you do NOT need any connection to a mobo RGB header - there is NO connector to the LED's in the fan.
Your motherboard has one 4 pin RGB header that can be used for any RGB fans that you intend to use and you can get a RGB splitter as well to attach to the RGB motherboard header to attache more than one fan if required. It is a standard 4 PIN RGB header...
