I am building a PC for the first time.

Motherboard: MSI B460M Pro-VDH WIFI
CPU: Intel core i7-10700f
GPU: Nvidia GeForce GT 1030
Ram: 8gb DDR 4 x2
M2: WD Blue SN550 500gb
HDD: Seagate 2tb 7200rpm cc26
Optical Drive: H-L (Hatichi-LG Data Storage) model GHDON
PSU: some generic 500w 1500w peak

It's all put together. When I press the power button the front LED flashes once, the EZ Debug CPU light (white) flashes once, the PSU and CPU fan spin what looks to be a quarter turn under power then freespins the rest of a full turn more or less. No POST, no beeps, no optical drive light. Nothing. Pressing the power button again without unplugging the computer for a few seconds does nothing.

What I've tried so far.
-Built in the case and outside the case
-Single stick of ram in all slots
-Ram in 1-3 and 2-4
-Unpluged optical and HDD from PSU and SATA
-removed coin battery a few times while computer is unpluged
- Trippel checked the JFP1 connectors
-Removed the GPU
-tried the 8pin CPU power connector and just the first 4 and just 5-8.
-re seated the CPU, checked for dust or bent pins
-unpluged CPU fan
-ive done most of this with and with out a display connected to both the motherboard and GPU

All of this has been done with no USB or ethernet plugged in.

What else can I try here?

Solution
You can try a new PSU. Generic PSUs are bad idea in general. There's a thread here with that same issue, solved with a new PSU. Plus it's about the only thing you haven't tested to exclude from troubleshooting.
