MSI Gaming RX 470 4gb or GTX 1060 SC 3gb for a budget build

I have narrowed my search for a budget graphics card to these two.

I am on a budget and would like to know which one is a "bigger bang for your buck".

I am using a i3 6100 and 8Gb ram
My goal is to play Witcher 3 1080p at a 40-70 frame rate.

The GTX 1060 SC is 282$ (370$ originally)
The RX 470 is 274$( 319$ orginally )

This is the last piece of my build.

The GTX 1060 3GB is just faster. Yes, it has 1GB less VRAM. Its still faster.
