MSI GTX 970 will not display on monitor(s)

I'm doing a mid-tier upgrade for a friend of mine and I've run into a lot of problems, but mainly the MSI GTX 970 that I put in the machine will not display via DVI, HDMI, or DP. Integrated graphics displays fine and I have done plenty of troubleshooting on the topic this far, which I will list now:

- Uninstalled all previous GPU drivers and software (going from a RX460 to the 970)
- Purchased a 6 pin to 8 pin power adapter as he did not have an 8 pin connector
- Uninstalled integrated graphics drivers in an attempt to force the gpu to display
- Scoured the BIOS for PCIE settings which I could not find (or rather the only two options in the configuration were PEG and IDC with graphics card installed)
- Updated BIOS and flashed the CMOS
- Re-seated the card multiple times
- Reseated the RAM (I was getting desperate)

There are also a few quirks and conditions that I'd like to lay out just in case any of them are relevant.

- I upgraded the CPU from an I3-6100 to an i5-7600k
- The base machine is a pre-built cybertron electrum
- The card sags a little while mounted, even while screwed in
- While having the default 6 pin power connector plugged in it does come up with the message "Plug in correct PCIE power cables to use this card" hence the adapter

Motherboard: MSI h110m-a pro vd plus
Processor: i5-7600k
PSU: LSP 550W ATX Power Supply
GPU: GTX 970/RX460
Memory: 2x8GB Crucial DDR4
Drives: Samsung 750 EVO 250GB, 2x Seagate 3TB HDDs
OS: Windows 10 Pro
