Question MSI H410i PRO WIFI EZCPU light flashed on, Now nothing.

I'm helping someone build their pc but ran into a bloody confusing issue.

As said, The Motherboard was flashing the CPU light at first, after reseating the CPU...nothing.

PSU works fine, tested with nothing but one stick of RAM, the CPU and the Heatsink and still nothing...

Any help is appreciated.

Motherboard: MSI H410i PRO WIFI
PSU: EVGA 500W Bronze

CPU: Intel Core i5-11400
RAM: G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200

That is all that is connected.
Before it flashed the CPU light on the board, now no response...

At the moment we have been trying to just get a response.

Ok, After getting a new CPU that is compatible (Thank you rgd1101)
We installed a Graphics Card and got a sign of LIFE!
Fans spinning and lights on.
Flashed a light with "boot" near to it (I've build pc's before but mine always had a speaker and beep codes. guessing the "boot" means no boot device connected?)

Then while making a Boot USB...It stopped...No idea why but it's now refusing to do anything...

We made a Bootable USB on a laptop but before we could get the pc to boot, it stopped.
As in it powered on a few times before hand and now it does nothing again.

A friend suggested that maybe the RAM speed is higher than the motherboard's max?
Maybe running it with just 1 stick will at least get it to start?

Already did so and no change

i'll recap what we tried up to now.

Tried to get a response with only CPU
Tried with 1 RAM card (tried in both slots and tried the other card aswell)
Tried resetting CMOS Jumper everytime we tried another test
Tried with and without a videocard (I know it would have no graphics but it was just to get anything to move)

Tried them all and nothing changed...
I suggested they take it to a place to get it looked at cause I have no idea why it still isn't wanting to even turn the fans on.

Thank you rgd1101 for all of your help with this.
after getting the pc looked at by a repair shop they said there seemed to be something wrong with the power.

they completed the build and gave us a new PSU.
