I recently upgraded my cpu and after putting my Rx 480 into the new mobo the fans will not start, they show no signs of trying to spin no matter what temp it is. I've tried reinstalling the display drivers but nothing has worked. So far.
Other than the old system, no. I did reinstall. It into the old system with the same problem, though used the same ssd, any chance it's software related I reinstalled drivers already

I doubt it. The fans are controlled by the fan controller on the card itself. Uninstall the gfx driver if you want to be sure it isn't software doing it. Then run GPU-Z render test to get the gpu up to temp above 60C. If the fans don't run, it isn't the software causing it.
