Question MSI smart fan

Hello, so I just bought a r3 3100 and MSI b450m pro-m2 max last week. When I turn on the smart fan is fine but when I turn it off my pc start to lag but when I check the task manager the CPU is fine and the temp too. Does anyone know the problem?

What is the rest of your system, gpu, ram etc? What cpu cooler are you using? Did you do a new install of Windows?

Motherboard: MSI B450M PRO-M2 MAX
RAM: Corsair Vengeance LPX 2666MHZ 8GB
GPU: Gigabyte 750ti 2GB
SSD: Samsung EVO 860 250GB
Storage: WD Blue 1TB
Cooling: Wraith Stealth
Case: Deepcool Matrexx 55 V2
PSU: Coolermaster Masterwatt Lite 500W

i just upgrade it from a i5 3470
