MSI Z170A new build - possible ram fault

Hello.
I've been building for some time on and off (don't do it for money so do It only when needed).

Been putting together a new build for someone. they kinda missed up cause at first it was to be a simple motherboard swap (ha-ha ¬_¬) but he didn't check things out before he brought the board so new ram was needed and a new processor.. and he got new power cause the old one he claimed was taxing too much oh well.

the build isn't going well. to cut it short, the CPU light flashes a tiny bit on the MSI Z170A (Gaming Pro Carbon they call it ¬_¬) debug led but the DRAM light is on most of the time. when I take out the ram, only the DRAM light goes off so it seams to be the new ram is faulty. I tried the different ram slots (it suggests only using number 2 for one stick of Ram. annoying it's a 8gb stick more then two gig sticks and I don't have any spare DDR4 to test it with and DDR4 isn't cheap.. having to send this ram back and get a new one is possible I think, but I'm trying to see if anything else might be the matter first.

I have bread boarded with no difference. I have reset the CMOS. the Beeping is one long beep, pause, long beep so again, believe it's the RAM..

Any ideas or does this just seam like it's passed Riley's Duck test? (If the bird walks like a duck, swims like a duck and quacks like a duck, then call it a duck).

Annoying, I won't have access to it again right now till Monday (long story, busy time) but this is a picture of the board (just not a photo taken myself, so you can't see it connected up sorry):

I've tested the ram in each slot and most have the light on but no beeping at all, which seams like a step backwards.

You really think it might be more the CPU or board?... mm.. neither would that great... damn.. sadly very busy again till Wednesday (annoying that)...

Okay.. With Ram Out, Repeated long beeps, which I as DRAM error.
with Ram in, mostly no beeps but sometimes (doesn't seam to relate to slot but might..) DRAM Error.

even with no beeps, light is mostly on for DRAM error but quickly flashes CPU light.

I'm very close to just passing the problem to a local Computer shop.. what should have been a fairly simple job is turning into a real pain..

Okay.. I haven't tried it with the original ram again but... seams to work..
that is, I can turn it on, it beeps for faulty ram, turn it off.. wait a couple of seconds, turn it on again and it's fine.
i'm not 100% happy with that... but i'm not quite sure what is up either.. but seams to be heading very much in the right direction...

I was wondering about that but been swamped with stuff to do ^_^ and annoying again, can't work on it till next week but I have time on Monday without a doubt. So i'll get Back to you ^_^ (yeah.. taking a long time.. annoying)

okay.. reset but... temperamental..
when I boot up from the reset, it seams fine. Go into the BIOS settings to set the clock. Click on save and restart (probably not needed though as it says, even though I have changed the clock, that's not needed for saving) and when it restarts BEEP BEEP ram fault. turn off. wait a few seconds, turn on, it's fine.

starting after unplug or even just turn off seams to give the same effect.. so.. I would say it doesn't like cold start ups? the power supply is 850w output so it should handle the case (2 case fans, plus CPU fan), the Graphics card (direct connection to power, 2 onboard fans) as well as the board right away but.. oh well.. I'm not happy with it but it might be acceptable.. I'm not sure.

EDIT: Oh, normal restart is fine as the power doesn't drop from the board during that.
