Question Msi z97 gaming 5

Hi,
I was browsing internet my computer went off suddenly, so i tried it to turn it on back but it did not turn on ( electricity did not cut)so i open casing and check then i saw blue light is blinking,

Tried

No bend pins
Reset cpu
Tried 1 ram in all slots
Tried new power supply
Tried cmos clear
Also new cmos battery but when checking with multimeter it had 2.60v panasonic cmos battery is it not enough?

Please help me to fix this

Manual saying blue light = debug

Spec

Gskill 2x 4gb
Intel i5 4th 4690
On board vga (4600)
Psu was Cooler master mwe 550w 80plus
New psu Gamdias Aura GP550
Cmos was kts japan made battery
In here i found panasonic only so i put it on ,

Note
Panasonic cmos battery had 2.6v when i checking with multimeter .
I checked old psu it working fine with other pc

Update

I tried am other cmos battery which from toshiba it had 3.15v
But still same error

what else i can try? I have multimeter

Yes sir , is there anyway to know it also i checked whole board no burned caps or anything, in this forums also many got this error but no solution

A BIOS issue is just about the least likely cause of these particular symptoms; I'm not sure why you're so fixated on CMOS/BIOS issues. If you've checked these parts in other systems, most likely the motherboard is dead.

Bro but i m so confused, if board dead , how 12v atx and cpu 12v comes? And blue led blinking, in manual saying blue =debug

Yes sir but no beep , i tried without cpu ram still same blue led blinking..

But if dead atx and cpu how gets 12v sir? Am newbie i was searching net some saying not short or dead if 12v coming

The problem is you have a fundamental misunderstanding of the role of the multimeter. It's not a magic PC diagnosis tool; it can only help diagnose a few, very specific problems. Just because something reads 12V doesn't mean the component is working properly any more than your car battery reading as good means the car is perfectionly functioning.
