MSN and Windows 2000

How can I restrict the use of MSN messenger in Windows 2000 in the same
way that in Windows XP?

I can uninstall it but the user installs again the messenger, and this
user has to have access to install programs.

You may want to check those users' permissions, as Messenger will not install unless it has
the proper rights.
