Multiplier not dropping

Hey guys, I have a little problem that I can't seem to figure out.

I just bought a new SSD so I installed windows on it and updated all of my drivers for the chipset and the intel management engine 7 for my i5 2500k.

Before with my other hard drive I would see the multiplier drop at idle so that it would sit around 1600Mhz but now It is always at full speed, the voltage will drop at idle which is nice but I'm not sure why the multiplier will not drop now. Also I'm not sure how it was before but the voltage seems to change up and down every second.

I know this is not any problem with my bios settings because I haven't touched anything since it was working on my other drive so I'm guessing it is some kind of driver issue? I don't know what else to try. Did anyone else have a problem like this?
