Using an AMD Phenom triple core 720be on an ASrock mothrboard with acc. My multiplier is limited to 11.5. Is this normal? I thought 12 was standard.

My board does fully support the cpu. It is quite a decent board (AOD790gx/128m). I can try a bios upgrade I guess. I am concerned (I bought the CPU used) that the previous owner might have damaged it. Is that possible?
 
Run CPUz, is it calling it a 720be?

my only thought is that its factory defective (not a result of being used, but a chip fault) and running as a lower clock chip. if CPUz identifies it differently, then the chip is defective. of course, it almost certainly is anyway, given the multi won't budge.
