My 4690k Is Bottlenecking My 280x

In games such as GTA 5 and Just Cause 3 i am getting 100% load across 3 cores of my 4690k and it lags a lot, i read somewhere that this can happen in certain open world games but i'm not that convinced after all it's a 4690k paired with 1 280x, it happens whether my cpu is overclocked or not. Any help that could shed some light on this would be appreciated, thanks in advance.

I would check to see what other programs are running in the background when you're playing games. I don't know what patches have been released since but this has been a gtaV issue for awhile. Some suggested ending the launcher app process after the game is loaded.

Maybe try reinstalling the games, making sure all video drivers are up to date, all game patches are up to date. A 4690k won't bottleneck that gpu. It doesn't mean that you aren't experiencing problems but it's not the processor being too weak, it's likely something software related. What are the rest of your pc specs?
GTA does a good job at using as much CPU as possible. This is only a bottleneck if the GPU is using less than 90% of its own resources. You can overclock the CPU if you want but otherwise I wouldnt worry about it. The game places smooth on a 4690k.

Bottlenecks form when the GPU is capable of producing more frames per second but the CPU is maxed out, making the GPU wait for the CPU to process the frames. There is not much you can do when you already have the fastest chip available. Overclocking is budget friendly. Upgrading to Skylake or going to an i7 will bring minimal increases in performance at a very large cost.
 
Are you sure there isn't some other program open eating your Cpu resources? I have the 4690K and it doesn't bottleneck my overclocked GTX 980 ti. So I don't see it bottlenecking an R9 280x unless something weird is going on. Have you checked your CPU temps? Also are you sure it's just not your GPU causing the lag? Maybe your graphics settings are up a little too high and its just too much for the GPU in certain areas. Either way I'm certain that a Core i5 4690K wouldn't bottleneck your graphics card whether it's overclocked or not.
 
My CPU will hit 100% and my 280x will drop to around 60% so there is a bottleneck, idle my cpu usage (well at the moment) is around 5%, also my cpu never goes above 50 degrees on my h100 when overclocked so i dont think the temps are the problem.

Thanks I will try closing the launvher.exe see if it helps then maybe a game reinstall but anyway here are my PC specs CPU: I5 4690K @4.2ghz MOBO: ASUS Z97-P RAM: ADATA (2x4gb) 8gb 1600mhz CPU Cooler: H100i GTX GPU: XFX 280x DD Black OC Edition Storage #1: Sandisk Ultra II 120gb Storage #2: Seagate Barracuda 1tb 7200rpm Case: Coolermaster Master case Pro 5
