my 750 ti run at 40 fps league

cpu i5 4430s

ive seen youtube vid where they have 100-80 fps.
does it have anything to do with my cpu not using its full potential.

ohh it was vsync that cracked me up as soon as i turned it off i went form 40 to 100 . But anyway thx for the webpage it will help me out with building my next pc .
