my PC has been turning on but it freezes on the "android" screen and does not turn on completely. the screen still shows light moving on the android sign because the android sign is supposed to shine so that mean it is not completely frozen it just does not turn on. what do i do?

Make sure it is completely off. You can force shutdown by pressing and holding Vol up + vol down + power buttons for 10 seconds. After it shutdowns. Press and hold Volume down + power button to see if you can get into recovery mode, if doesn't works, try with volume up + power button. If you go inside recovery, Wipe cache, wipe dalvik cache (most probably in advance menu). Reboot and see if it boots. If it fails, select wipe data/factory reset from recovery. It will wipe all installed apps and your settings. Your personal data files such as photos, music will be safe.

If you can't enter recovery, tell me xact model make of your device.

EDIT: In recovery mode, navigate with volume buttons and select with power button. just a single press.
