my clock is three hours behind why?

yesterday i built a computer,, and this morning i was doing a few windows update then turn it off to go to sleep, now while im using the computer i notice that the clock is three hours behind the actual time,,
ive been havin this problem with my laptop too for years, so long that when i see a clock some where else i automatically add three more hours to it
but i dont wanna have tha problem with my new buid,,
im pretty sure is the MOBO battery in my laptop but im my PC it cant be the battery is a brand new MOBO!!

I had an Asrock board last year that wouldn't keep time , had to RMA it , none of the fixes worked.

Go to Control Panel, Regional settings (or Data/Time), make sure your Time Zone is correct.

i just restared it and now is 4 hours behind, man i hate this, i cant afford to be spendin more money on stuff like this,,and the return shippin to newegg is like 14 dollars

one last question men im new to building pc and stuff, but i have the stock fans than came with intel i5 whats going to happen when i detatch it from the cpu because im gonna have to do it since im returning it,,, will there be thermal paste that came with the fan? will i have to clean it?if so, with what? or do i need to put thermal after i get the other motherboard ?ps i dont have thermal paste

thanks,, so do i clean the pcu with rubbin alcohol then apply the thermal paste? also the left over pre applied thermal paste that the stock fan comes with do i have to clean that as well? or just put it like that?

Yes clean both , then reapply with a pea sized dot in the middle of the CPU,

hey again man,,i contacted newegg and i ask for a free shipping and i was lucky to be given a pre paid label but ive never return anything so im wondering,, how do i get an empty box to put the MOBO in, so i can tape the label and return it.
also i when to ups website to search for a dropoff location and all i can see is UPS Access point, can one dropoff a package at a UPS access point?
