Question My computer is giving me strange issues, is it the RAM?

So my PC that I have had for a few years is giving me issues, I have been wanting to get back into gaming so have been using it more often after barely touching it for 2 years because I just haven't made the time to game.

Issues:
When I start the PC sometimes my screen just stays blank, it can stay blank for minutes before going to boot screen and then booting windows, otherwise I restart it once or twice then it boots in.
Sometimes when booted, I cannot pick up ANY Wi-Fi networks (windows 10 doesn't even allow me to bring up the network list when clicking it in the bottom right), I will have to restart sometimes more than once to pick up anything as no other solutions allow me to connect unless I shut down and just hope it works next boot. Some times all networks cut off and and I cant bring up network list
When I am gaming, even a not so intensive games it stutters at random times, rarely even if I am watching a video online.

The boot issues make me think its RAM issues but the other 2 issues are making me wonder a bit.

My specs if its needed:
i7 4th gen - 3.5GHz (I know its a gramps)
16gb RAM
GTX 970

Any help would be very appreciated
 
Overall, if you have any important data on your PC be sure that that data is backed up at least 2 x to other locations off of the PC and that the backups are proven recoverable and readable.

OS = Windows 10?

PSU: make, model, wattage, age, condition?

If the PC has not been used much it is very likely that Windows, most apps, drivers etc. are not up to date.

And it is likely that some maintenance is needed:

First

Power down, unplug, open the case.

Clean out dust and debris.

Verify by sight and feel that all connectors, cards, RAM, and jumpers are fully and firmly in place.

Install a new CMOS battery.

Second

Update all drivers and apps but so so only one at a time. Just allow time between updates so you can go back and undo/uninstall as warranted if new problems occur.

Third

Look for error codes, warnings, and even informational events in Reliability History and Event Viewer.

Likewise look in Update History for failed or problem updates,


Keep notes on what you do and change. Be methodical and if not sure about something then google and/or post accordingly.
