Question My Computer is not shutting off

Hey everyone,

I recently upgraded my PC with an Asus tuf 7800 xt, and ever since then, I've been experiencing a strange issue. My PC won't shut down properly. When I click on "Shut Down" from the Start menu, or when I press the physical shutoff button, the system shuts off completely (i. e. Hard drive stops rotating, lights turn off), but then immediately begins booting again (i. e. Hard drive begins rotating again, lights turn on)

Here's what I've already tried based on various online advice:

Drivers: I have deleted my previous Nvidia drivers and installed Amd Adrenalin.
Bios: I have tried both upgrading and downgrading my bios version. I have also tried resetting the bios by reseating the cmos and by using the button in the bios.
Windows updates: I have done all of the windows updates, including the non-necessary ones.
Power setting: I checked the power settings in Windows and made sure that it's set to shut down the PC when I click on Shut Down.
Component seating: I have reseated both my ram and my gpu.
Fast boot: Fast boot is off, in fact it has been for a while because I have been having problems with it even before this issue.
Cmd: I have tried shutting of the pc using the command line
Hard drive: I have tried removing the 1TB HDD
Powerconfig: None of my usb devices can turn the pc on, it is disabled in the bios and in windows
Corrupted files: I have tried using the command sfc /scannow and it did not find any broken files
Hibernate: Hibernate had already been turned off
Force shutdown: I have tried pressing the power button until the pc turns off; the pc then proceeds to turn off and on again until I stop pressing down on the power button.

What is even weirder is the fact that when I turn the psu off and on again, the pc doesn't turn on. Also it is just really confusing for me why this would happen after switching my graphics card.

While I am willing to completely wipe my drive and reinstall windows, I would like that to be my last resort, as I don't quite feel like losing all my stored data.

Graphics Card: ASUS TUF Gaming Radeon RX 7800 XT OC, TUF-RX7800XT-O16G-GAMING, 16GB GDDR6, HDMI, 3x DP
CPU: Intel Core i5-10400F
RAM: Crucial Ballistix 16GB kit
SSD: Should be a crucial 256gb pcie 3 nvme, dont quite remember which one
Motherboard: GIGABYTE B560M DS3H V2
OS: Windows 11 Pro 22H2
PSU: be quiet! Pure Power 11 500W

Is there anything else I should try or any specific troubleshooting steps I might be missing? Could this be related to the new graphics card, and if so, how can I diagnose and fix the issue? Any help would be greatly appreciated!

PS: Ik the config is a bit wanky right now, but I do have plans to upgrade.

You speak far and wide about power issue, yet you don't tell us what the most important component inside the PC is. How come? 🙄
Meaning: PSU make and model (or part number) is? Also, how old the PSU is, and was the PSU bought new or used/refurbished?

Sounds like a windows setting went wonky.

This shows you how to check that.

Thanks for replying! I'm sorry for the lack of information. My PSU is a be quiet! Pure Power 11 500W. I have bought the power supply new and it was purchased around ~1.5 years ago.

I'm not quite sure what you are referring to. I have already configured my computer to shut off when pressing the power button and, as already mentioned, none of my usb devices (keyboard, mouse, etc) can turn it on as I have disabled the setting for that.
Then some utility you are using is overriding your wishes, and setting something you did not want done.

Time to look through everything, and see what is doing it.

My PSU is a be quiet! Pure Power 11 500W. I have bought the power supply new and it was purchased around ~1.5 years ago.
At best, mediocre quality PSU.

At this point, i suggest trying with 2nd, good quality PSU, like Seasonic Focus/PRIME or Corsair RMx/RMi/HXi/AXi.

As of why i suspect PSU issue;
the system shuts off completely (i. e. Hard drive stops rotating, lights turn off), but then immediately begins booting again (i. e. Hard drive begins rotating again, lights turn on)

No PSU should ever power on the PC on it's own. Yet, i've seen faulty PSUs to do just that.

Oh, for 2nd opinion on your PSU's quality, look at PSU tier list,

When PC is powered off, there is no hint of the OS. Meaning, Windows has 0 to do with regarding PC powering on it's own. It's down to PSU and MoBo power + and - pins. MoBo power +/- pins tell the PSU if to start working or stop working. If PSU doesn't want to play ball, it acts on it's own. It has NOTHING to do with Windows.

First off all, thanks for replying again.
Well, I kinda suspected for this to be a hardware issue; looks like I'll have to spend some money again. I'll try to order a psu from your recommended brands and report back when it arrives.
