My Computer turns on and off repeatedly.

The other day i got a new cpu fan and installed it it worked i was on my computer then i turned my computer off to go sleep and when i came to go on it it started repeatedly turning on and off.
Please Help

I have done the paper clip trick i have removed the CMOS battery i have used the jumper.

Specs? Try all sticks of RAM separately on their own in Slot 1.
