my core 2 quad story

hello recently i bought rx 560 and pared it with my core 2 quad 9400 non oc
8GBddr2(800mhz)hyperx
asus p5q premium
seagate baracuda 7.2k

my problem is that pc performing so badly i know that cpu is bottleneck but hey can i eliminate him ?

even if not i can use my second build with little bit faster phenom 2 945 95w

Why dont you oc C2Q to atleast 400fsb? If you have cooler for it.
My Q6600 at 350-400 could match my i3-4170 in cinebench.

Both CPUs are old, so your options will depend on what you hope to accomplish. You do not mention what 'performing badly' means. In video rendering? In games? Which games?

i am using them for gaming on gta V for example on my q9400 30-18fps without loaded map and amd high 50 almost perfect problem with him is overheating i must change thermal paste

You have tutorials on youtube, look one which explains a lot, and if you have stock cooler , dont increase voltage of any kind except ram (2.1V max safe), also your NB max +0.1V without cooling (airflow in case, etc.).

i did oc but it isnt help so i used my hd5770 and i will use that c2q as my retro build for games like mafia I ,II
or i can use my xeon e5420 if that will perform better
