Question My CPU and GPU keep spiking

My CPU and my GPU spike 5/15s, this really sucks sinse I can not even play basic games or somethin, there is another post here about that but it doesn't help me at all
my cpu is a amd FX(tm)-8350 eight core
and my GPU is a GTX 1060 6gm
they both spike over and over again exactly like on the original post, but it doesn't help me



edit: btw it's not overheating for sure sinse it's literly a overkill with my super massive cooler cooling it and I never have much more than the game and discord both open at once

what the cpu/gpu temp and usage during the game?
ram/ssd usage?
how full is the ssd?
brand and model of the psu?

cpu temp never came above 55°C, gpu actually rise prety high up to 80-85° but it's absolutely clean sinse I cleaned last week or so
ram is allways at almost 7/16gm used, it's very rarely used more than 7gb, the highest I saw was about 9-10, shouldn't be too much
my rom is half full, both hdd and ssd
