Question My CPU heatsink goes upto 2700RPM and it's max speed is 2500RPM

Hello everyone so first of all my CPU heatsink is this E41759-002 and according to some websites they say they vary from 1200rpm - 2500rpm but mine goes more than 2700RPM to be exact the highest RPM i've seen my heatsink go is about 2784RPM (i haven't seen it go above 2800RPM). Is this normal? in winter times the highest RPM i see is max 2000RPM-2100RPM. Yes i know it's summer and the temps are high but i haven't seen my heatsink go that high, should i be worried?. Last year i didn't monitor my PC for temps and RPMs so IDK if it was the same RPM as now. Also the weird thing is that in winter times the CPU throttles when it hits 2000-2100RPM but now it throttles when it hits above 2750RPM, as i'm writing this thread now the current is RPM 2711 and the CPU is not throttling. Sorry if my English is bad, English is not my mother tongue. System specs below. IMO i think it's normal because of summer season. Thank you

CPU: Intel I5-750 2.80ghz
GPU: Gigabyte GTX 1050 TI Windforce 4gb not OC'ed
SSD: Samsung SSD 860 EVO 500GB
RAM: Corsair 12gb 1333mhz

You can get thermaltake tg-7 at bestbuy for cheap. It's what i use and it does an excellent job.
I'll see what i can do, i do not live in US or something but i'll buy it in my local tech shop it costs around 9 euros, i bought it once like 3 years ago and it was pretty good. But is it really the thermal paste that's causing the fan to go to 2700RPM?
