Can you give us your full system specs please? Try running a synthetic stress test like AIDA64 to fully stress your CPU, and then check the power consumption using HWMonitor.

Likely your GPU is not fast enough to fully utilize the CPU, so it has some idle time.

This would depend on the game, resolution, and settings. If you don't see a performance increase by reducing graphics settings then something else is the problem.

MSI afterburner can do a quick job of telling you if the GPU is reaching maximum load (you can also track CPU usage at the same time)
