My Dell Inspiron 9300 won't work at 1.86 GHz

I can't get the CPU to exceed 798 MHz which is supposed to be its Minimum speed according to the Bios. The processor is a Pentium M 750 (Supposed to run @ 1.86 GHz). The bios confirms the max speed to be 1.86 GHz but it never reports it running that fast. I have tried all the power modes and profiles in WinXP and the Dell QuickSet application. I have also tried to force "Max. Preformance" with SpeedSwitchXP but no go.

SpeedSwitch reports 798 MHz so does windows when I check system properties. Intel Processor Identification Utility reports an expected Speed of 1.86 GHz and a reported speed of 0.79 GHz. I am running Folding@Home and playing a 1080i encoding of a Planet earth episode to force the processor to 100% and the video is skipping a bit so the system should be maximizing the CPU frequency. I am plugged in to wall power.
 
Did you check the frequency during the time it was at 100%?
I bet most systems would stutter playing 1080i video and F@H. F@H maxes your cpu without the help of video playback. 😛

Dell actually just replaced the fan and Heatsink assembly. I don't know how to check the temp of the chip though.

I did check the frequency at that time with all 3 methods. F@H will step out of the way when another program needs the processor it runs at the lowest priority level an only uses Idle cycles, however it will use 100% if nothing else is which makes it a productive way of making sure your processor is maxed out.
 


Find a utility called RMclock, or RightMark CPU Clock Utility. I dnl'ed this while trying to figure out how to best OC my Dell M1330. It is a neat utility that displays your CPU speed and activity on the taskbar so you can gauge its usage. It is normal for the CPU to be slower even when plugged in as I can see with mine being only about 1.08Ghz but jumping up to 1.8 -2.0 when it has do some work. The whole thing is tied to speed step and the CE1 halt states in the bios and chipset. I have tried disabling those but found that it just locks the CPU down at the low speed and will not throttle up?

If anyone has a good notebook OC software utility out there, let me know, still working on it. Oc'eing the GPU was easy.
 
It's Speedstep, disabling it in the bios will force it to run at it's lowest setting all the time.

If you want to have the cpu running at full speed all the time download RMClock and in the advanced settings tab disable Enhanced Halt state.

As for temps. you should be able to use Intels Thermal Analysis Tool or Coretemp to check them.

These programs worked on my XPS Gen2 which is basically the same machine.

Aragorn I'm having the same system and problem. I have downloaded RM Clock but all it does is tell me that my cpu is running at 798 GHz.

Did you use RM Clock to put it back to 1.86 GHz? If so how?

I have selected the 'Maximal Performance' profile. Not sure what else I need to do.
 
I have the same problem. You can track what the percent of max it is in perfmon with the \processor total\% processor time\ metric. It starts at 100% but any heavy load drops it to about 40% , although it seems slower than that. If it was working right it would go back to 100% eventually and it never does - even if I kill everything running and just let it sit. Suspending and restart does not help. I need a reboot to get back to 100%. Power profiles always on and minimal power management do no real good. Inspiron 9300, Pentium M 1.73ghz
 
Same problem. I have Inspiron 6400 with CoreDuo T2050 (1.6). When i start computer it's running on 1.6, and then, after launching some heavy aps it sticks to 0.8-1.0 and even after closing all application don't want to go back to 1.6. Every program shows it's own speed, RMClock shows 1.6, windows & i8kfangui shows 1.0, bios - 800-1000. Tried to play with RMClock settings - nothing happens. Notebook is clean, no dust. Power scheme is always on. How can i lock CPU speed to 1.6?
 
how did you solve the problem. i'm running a pentium m 760 at 2ghz on inspiron 9300, i ran all the softwares you've mentioned...nothing...only notebook hardware control software managed to change the voltage scheme even so...only for up-time..and with sound failure too...so that after restart i would have a multiplier of 6 again and voltage of 0.98...Please help!
 
my notebookhas been cleaned out recently..i have temps of about 40 degrees on cpu and gpu under 57
 
aand i'm running on ac power while my battery is constantly dead and not rechargeable(i will buy one soon, do you think this might be the problem??

Did you ever find a fix to this? Im having the same problems.
 
I just realized my 9300 is stuck at half speed. Sometimes 200-400mhz... I have 2 of the exact same machines and I know it's hardware dependent. Swapping HD's shows the one machine won't at full speed no matter what. The problem machine fails the VIDEO FAN test but the fan works when under independent control from a 3rd part piece of software so that's not it...

speedstep is on, etc... again, my HD in another machine runs full speed 1.86 so it's not the software.

Bios is identical.

Is there simply a piece of software, tech tool, that can fix this? A bogus register setting? Something?
