My budget is $500 - $700.

Have had good success with Gigabyte MoBo's & 650 Watt PS's.

I want to build a Intel i7 system for XP Pro, Gigabyte MoBo, 4 GB RAM, 650 Watt PS, 2 CD/DVD Burners, 500GB HDD, Standard Black Case. Need a great Graphics card for my flight simulator too.

Any suggestions?

I think we can get him a i7 for $700, if you're patient and look for deals.

CPU: i7-930 $200 - microcenter
Mobo: ASRock X58 Extreme $160
RAM: G.Skill 3x2 GB 1333 mhz CAS Latency 7 $170
HDD: Seagate 7200.12 1 TB $90
Case/PSU: Antec 300 Illusion and Earthwatts 650W $125
Optical: Cheap SATA DVD burner $24
GPU: HD 5450 $50 after rebate

Total: $819.

that's pretty close, you could save by cutting the HDD down a little and possibly the motherboard

Don't jump on this till someone confirms it can be used with an i7, but I found 4GB of Mushkin's top of the line DDR2 ram for $82 at amazon as well

Yeah it's not 6GB, but for this price you could get 8 for cheaper than what I listed the 6 for.

If you don't mind going with the new AMD 6 core processors which are similar in performance, tigerdirect has them for $150 right now:
