Solution
If your laptop is hitting 100Mbs and the USB to Ethernet adapter gets 100Mbs then the issue is with your PC Ethernet port, chip or settings.
Visually look at the Ethernet port in case it is damaged.

I was looking at your IP Config results and there are 7 network adapters listed.
Delete them all, reboot, and let Windows configure it

On your DNS entry it shows.
DNS Servers . . . . . . . . . . . : fe80::1%21
192.168.1.1
fe80::1%21

It should be DNS Servers . . . . . . . . . . . :192.168.1.1
If you have not manually change it the the TCP/IP Stack could be corrupted.

Set network speed manually.
Open Windows Settings (Windows key + I key), click 'Network & Internet'.
Click on 'Change adapter options'
Right click you Ethernet connection
Select 'Properties'
Select 'Configure' button
Select 'Advanced' tab

Press 'OK'

If your PC has a Gigabit network and your router has Gigabit ports then select '1 Gbps Full Duplex'
If your PC has a Megabit network and your router has Megabit ports then select '100 Mbps Full Duplex'
If your PC has a Megabit network and your router has Gigabit ports then select '100 Mbps Full Duplex' and viceversa.

I tried it and i sat it at 1gbps full duplex and when i tested the speed was 1mbs so it decreased so i just returned it to the normal auto negation

Download a diferente driver version for your Ethernet controller.
Uninstall the Ethernet network controller from Device Manager and delete the drivers.
Install the downloaded drivers.

No also the usb to ethernet is stuck at 10mbs but when i keep plugging and unplugging it then it works fine which happens both on the pc and laptop so maybe its it's something with the router
