My fans ramp up to 100%

Hi everyone

So I just bought a used MSI 7870 graphics card. The problem I am having is fan speed and noise. The card is very noisy when the fans are over 70%. To overcome that issue, I tried to set a custom fan profile or even always set at 50% but... The software isn't listening to my commands. In Afterburner everything looks fine. It also shows fan speed at 37% all the time, but as soon as I start playing GTA V, the fans instantly reach 100% and stay. When I alt tab fan speed returns to the value set in Afterburner.

Please, tell me its software related. I would be so disappointed if it was hardware related.

Mid 50s. The temps are fine, but any kind of software (AMD software, Afterburner) can't read the actual fan speed. When I am not gaming, the fan speed will be at the value I set manually, when gaming it will ramp up to 100% and then fluctuate between 90 and 100%.
I tried reseating the card, but same things happen. I tried uninstalling drivers, still nothing
