Question my fans spin and stop repeatedly

I just finished building my first pc and when i turn it on the fans spin then stop and repeatedly do this. I have tried swapping the ram into different slots and it doesn't work. I changed the cmos battery and tried clearing it . I highly doubt its the psu being faulty because it just came in the mail today and its brand new. Any tips on how to fix this would be helpful
my specs are
i7-3820
asrock x79 extreme4 motherboard
1650 super phoenix
8gb ddr3 (from my optiplex 3020)
240gb ssd
400watt evga psu

in which slot did you install the ram?

Which exact Cpu model revision is it?
m0 or m1?
if it's m1 the bios might not be compatible

does it beep?

all power cables plugged in?
Atx12v 8 pin connected?

no bent Cpu socket pins?

Try an older gpu without uefi gop

i have all the power cables plugged in and the motherboard i doesn't beep, some of the pins were bent but i bent them back into position but i think that might be the problem. i have an geforce gt 630 i will try that and see if it works, i installed the ram in the second and fourth slot.
