Okay guy I have a GTX 1080 Ti, i7 8700k cpu and 32gb of ram and I can not keep constant frames at 144 for they range from 60-144 constantly moving gpu only says it’s using 40-50% power cpu is around 50-60 power I just don’t know what up anyone?
 
Solution
It sounds like something's going on at the cpu's end. My reasoning: when troubleshooting fps issues, one method is to run the games at max settings and then at the lowest settings.
There should have been a change; higher fps at lower settings and lower at high - when things are working normally. When nothing changes, that usually indicates a cpu limitation... but this is an 8700K here, so that shouldn't be happening.
So something else is choking up the cpu.
It doesn't appear to be thermal throttling...

When's the last time you did a virus/malware scan?
Adwcleaner is pretty good at finding things that tend to get past antivirus programs: https://www.malwarebytes.com/adwcleaner/
Then run the system file checker...

What graphics settings are you running the game at?
If you are already running the game at the lowest settings, does it get worse?

You don't have DSR on by mistake in Nvidia Control Panel?

No I don’t run dsr and stays about the same no matter what I play or epic or low what about the latency on my ram it was 58%

Do you have any automatic driver installers? Remove them, as they can do more harm than good - installing outdated, or incompatible drivers.

Geforce Experience is installed? Remove that too, as it automatically 'optimizes' game settings for you, which may not always be in your favor.
Download and run Display Driver Uninstaller: https://www.wagnardsoft.com/ (the actual program requires Safe Mode to run)
Afterwards, reinstall the driver without Geforce Experience.

Edit: Also it looks like you have DDR4-3000 RAM that appears to only be running at DDR4-2133 speed. You might want to boot into your BIOS and enable XMP to get the full performance out of it.

Thanks man working on those now if I can’t figure it out imma take it to a computer shop near me there pretty good

if i run them specs then go to fortnite for the 1080ti of my rig says my frames are 118 on my pc other pc its says 200+ any idea

Was there a recent update to the game? I ask, because someone PM'd me the other day, and their problem sounds identical to yours - their other games run fine, but only Fortnite causes problems.

If the problem is actually on the game's end, then there's almost nothing to be done, except wait for a patch or something.
