Question my fps

What is affecting my fps, I only have a problem with many bots but The processor does not exceed 90% The ram does not exceed 85% The gpu is at 41% VRAM at 60% PCI Bandwidth Utilization at 4% What am I missing? where is the culprit?

I know that the processor is slow but at least it should be at 100%, it would be expected but it is not at its maximum.
