Question My GPU usage drops in all games!

My GPU usage drops from 97% to 60-70% in demanding areas of every single game which causes me to play with low fps.
I've tried setting power to maximum performance in nvidia control panel and it didn't help.
Specs:
Ryzen 5 2600
Nvidia RTX 2060
16GB DDR4 3000Mhz RAM
500 GB Nvme ssd

Image says 51FPS, but do you normally play the game above at constant 60FPS or 60+? And the usage hits drop you to ~50FPS? Is the GPU overclocked at all?

Are you guys using MSI afterburner by any chance?
