I have
2016 GTX 1060 3gb
FX-83003,3GHz (Turbo 4.2 GHz), 8-core
16 gb ddr4 ram
I can't get 60 fps at Battlefield 1 when I'm at lowest graphics, 1600x900p, renderscale is 75%
Please redirect your angst over to the CPU. The low VRAM that the card has will of course impact your results. Have you ran MSI AB and watched your resources? First one I would look to is your VRAM which MSI AB called System Memory. I would then look to your CPU load. Use its OSD to show your CPU & GPU temps. and loads as well as your core and memory clock.
I'm not surprised the 5 year old FX CPU is struggling.
