Question My GTX 1060 is having sluggish framerate issues

Hi i've been experiencing issues with sluggish framerates, high or low dosen't matter my frames jump from fluid and smooth to slowed and sluggish randomly, sometimes it's playable sometime's it's not.

I've been considering it to be my GPU or RAM, to make sure i went ahead and had a direct look at my PCB to see any visual damage as stress tests and benchmarks come up with no problems.

I recorded it on my phone and saw some black goo leaking from the VRAM capacitors which if they are leaking could cause what my problem is, however it could also be leftover solder or dust buildup i don't know, either way i just need to know for sure.
