Question My HP computer doesn't turn on after several power outages ?

I have an HP ProDesk 400 G5 and a few days ago there were a few power outages during the day. My computer was on during the first two outages. After that I decided to leave it turned off and then hours later, when I thought the light had stabilized, I turned it back on and it was working normally. Until the freaking light went out once again. After that I left it unplugged for the rest of the day, but it didn't turn on anymore. I always have my pc plugged in a filter line and the filter line is still working along with my monitor.

I took it to a repair store but the guy said that he cant test these types of power supply or the motherboard. So I'd just have to buy new ones anyways. I live in a small city so there isnt a lot of options for repair shops.

When I try to turn it on the light comes on but it goes out immediately, just like the light on the speaker that is connected directly to the computer. Other than that there is no movement inside the pc (no turning fans or anything)


And when I was trying to see if it would turn on, I even got a small shock when I touched the back of the pc by accident and it was only plugged in the outlet. I dont know if that could be important.

I saw that you can test the power supply with a paper clip, but my power supply doesn't have a 24-pin cable. Instead, it has 2 sets of cables with 4 pins and a set with 7 slots but there are only 5 cables connected in there. Its there a way I can test this power supply before bying a new one?? Or maybe there is something else I can try to see if I can at least figure out where the problem is?

Have you tried unplugging the computer and holding the power on button down for 30 seconds, then plugging in and try a power on?
I just tried it after your suggestion, but it still not worked I also took the power supply to test it with a multimeter and its working normally.

Regardless of trying to help with the computer issue getting shocked shouldn't happen touching the outside of the PC.

At the very least don't use that outlet the PC was plugged into until it's check to be wired correctly and deemed safe.

The first thing that is checked when figuring these weird dead systems out is put in a substitute power supply.

If that fails than try to boot system with one memory stick. Make sure you test each stick as one of the stick just might be the issue.

If still not booting than go bare bone. No hard drive connected. It's a little bit in the grey area if you should or should not un hook front panel wires as some OEM computers complain if it sees there not hooked up.

Make sure your mouse and keyboard are plugged into the motherboard not the front panel USB's.

Do you have a different monitor/ mouse and keyboard just for testing?
 
My thought is with the power surges repeatedly hitting the computer something popped on the motherboard, like a diode, resistor, capacitor etc., or the soldering melted somewhere on the surface. If possible, I would visually inspect the motherboard for any obvious area that melted or has black spots.
