If running Windows 7 then maybe you should try launching Startup Repair, this can be achieved through your windows installation disk (if you have one), or alternatively, you can startup up your laptop and wait until the windows splash screen appears and then turn it off again - repeat this process until you see this screen:
I tried that a while ago but it was staying on the "trying to fix problems" screen for three hours
Try booting your laptop in Safe Mode, then backup your files somewhere such as a memory stick or external hard drive if possible, then try to reinstall your windows software. This should solve your issue although this results in preferences, wallpapers, modifications etc. being restored to default unfortunately.
