Question My laptop's GPU & CPU temperature is limited at 70°C ?

Today I opened my laptop to change some thermal paste. but when I turned it on and play some games the FPS is lower than before. Then I noticed that both GPU and CPU temperature is limited at 70°c no matter how long I've played it. is there any way to fix it?

What's the max temperature you remember it reaching before? Do you have Windows set to performance mode, along with a fully charged battery? A small trick you can try is applying slight pressure where the laptops heatsink is located for both the CPU and GPU. See if that affects temperatures.

-This is after 10mins of gaming (before the problem)
-Windows is set to High Performance.
-I'm always using it when plugged in.
