hello
as the topic says , i switch to 2k monitor just weeks ago and didn't have a problem about it until this week
my gpu is 4070 ti but the temperature as i was observing it was not going crazy at all (65~80 gaming)
my cpu (i7-8700k) however is pushing 91 sometimes , the monitor goes completely black and after 4 to 5 minutes the pc restarts
what might be the problem ?

power supply 700w
ram 16g

That is crap quality PSU and PSU replacement would be in order.

Good/great quality PSUs to go for, are: Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
For your build, in 750W range.
Pcpp: https://pcpartpicker.com/products/compare/mQDkcf,6NcG3C,76vdnQ,2gCZxr/

(All 3x of my PCs are also powered by Seasonic, full specs with pics in my sig.)

For 2nd opinion about your PSU, look it up from PSU tier list,

You'll find yours under Tier D (Rosewill Glacier <=700W), while the PSUs i suggested, and am personally using, are all Tier A.

With PSU replacement, you should be getting rid of your random restarts issue.
Monitor going black could be or could not be PSU issue, but new PSU is a must. And once you have solid unit in there, we can go on from there, if needed.

NEVER cheap out on PSU, because PSU powers everything and thus, is the most important component inside the PC!

Also, while the PSU warranty covers the PSU itself and you can RMA the blown PSU, the PSU warranty doesn't cover any other component the PSU fried. Namely, PSUs have the magical ability to fry everything they are connected to (aka your whole PC). And the lower the build quality of the PSU - the higher the chance of PSU taking other components with it, when it goes "boom" and releases magic smoke.

Most people learn the hard way not to cheap out on a PSU when low quality PSU blows and takes part of the system or the whole system with it. Even entire houses have been burned down because of the fire low quality PSU caused when it blowed up.

So, never cheap out on PSU. Also never buy used PSU either, since you have 0 idea what kind of abuse it has seen and if it even operates within the safe voltage ranges.
Perhaps best indicator about used PSUs is, that some companies that do sell "manufacturer certified" refurbished PSUs (like EVGA and Corsair), all refurbished (used) PSUs come with only 90 days of warranty, and that regardless if the PSU is crap quality Corsair VS-series, or top-of-the-line Corsair AXi-series. You still get only 90 days worth of warranty. (Brand new VS-series has 3 years of warranty while brand new AXi-series has 10 years of warranty.)

i hope it fixes my problem somehow
For the very least, new PSU won't reboot your system and there is no worry it blowing up and taking other components with it.

But monitor going black can be PSU issue or it can be GPU issue. Unknown until you replace the PSU.
